He shot marriages in the same nice clothes that all of the other photographers shot in, he had the same photography equipment as many of them. So what it boils down to is how he promoted himself and what his apparent price was. A good paparazzo is a good shutter-bug.
You can change his / her apparent price around with a twist of marketing and words. If they were, they'd open up their own studios and charge whatever they like.
